Bulawayo City Council to Shoot Stray Dogs Under New “Tie-Up Order”

The Bulawayo City Council has announced strict measures to control the growing number of stray dogs in the city, following an increase in dog bite cases.

In a public notice, Acting Town Clerk Mr. M. Tshalebwa said a “Tie-Up Order” will be in force from today to Thursday 31 July, and all stray dogs found roaming the streets during this period will be shot on sight.

The operation will be carried out in partnership with the Zimbabwe Republic Police, Department of Veterinary Services, and the SPCA.

According to Council regulations, only two dogs are allowed per property under 2000 square metres.

Four dogs maximum for larger properties. Dogs must be vaccinated, licensed, and kept inside properly fenced or walled yards hedges are not allowed and dogs are not allowed to roam freely in public.

Residents who own more dogs than allowed are being told to surrender the excess to the SPCA at Magazine Road in Thorngrove by 5 May 2025.

The Council is also encouraging pet owners who can no longer care for their animals to hand them over to the SPCA rather than letting them become strays.

The city says these actions are meant to protect public safety and promote responsible dog ownership.
