The government has directed urban local authorities to adopt Public-Private Partnership (PPP) models in solid waste management, beginning with major cities including Harare, Bulawayo and Victoria Falls.

Addressing delegates at the Validation Workshop for the 2026–2030 Strategic Plans recently, Minister of Local Government and Public Works Daniel Garwe said the approach is aimed at improving service efficiency, environmental sustainability and public health outcomes.

Minister Garwe further stated that local authorities will be expected to prioritise effective waste management, with performance contracts introduced as enforceable governance tools to strengthen accountability and ensure improved service delivery.

The initiative is modelled on successful projects such as the Geo Pomona Waste Management Project.
