US$66.9 Million Infrastructure Deal to Transform Victoria Falls Special Economic Zone

Zimbabwe has secured a US$66.9 million public-private partnership deal to accelerate infrastructure development in Victoria Falls, marking a major step towards unlocking investment and tourism growth in the resort city.
The agreement, signed between the Mosi-oa-Tunya Development Company and Victoria Seven Investments, will facilitate the development of essential infrastructure at the 271-hectare Masuwe Special Economic Zone.
The project will see the construction of roads, water and sewer reticulation systems, electricity distribution networks and telecommunications infrastructure, creating a fully serviced investment hub capable of supporting major tourism and commercial developments.
Cabinet approved the project in April, paving the way for the partnership, which is expected to attract investors in key sectors including hospitality, real estate, healthcare and tourism education.
The serviced land is earmarked for the development of hotels, luxury lodges, residential estates, commercial centres, medical facilities, a tourism academy and the international multi-purpose cricket stadium currently under construction.
Speaking during the signing ceremony on Tuesday, Deputy Minister of Tourism and Hospitality Industry Honourable Tongai Mnangagwa said the partnership reflects Government’s commitment to working with the private sector to deliver critical infrastructure, create jobs and position Victoria Falls as a world-class tourism destination.
He said the investment would enhance the city’s ability to host international visitors while stimulating economic activity across the tourism and hospitality value chains.
Victoria Falls, home to the iconic Victoria Falls, remains one of Zimbabwe’s most important tourism assets and a major contributor to the national economy.
The infrastructure development initiative is part of Government’s broader strategy to promote tourism-led economic growth, attract foreign direct investment and transform strategic areas into modern investment destinations.
