Permanent Secretary in the Ministry of Finance, Economic Development and Investment Promotion, Mr George Guvamatanga, has addressed growing concerns over the Value Added Tax (VAT) applied to rice. Speaking on the issue, Mr Guvamatanga clarified that “the tax is not new and has been in place for some time.”
Despite the continued presence of VAT, consumer demand for rice remains high,”he noted
The Minister said it is indicating that the tax has not significantly affected purchasing habits.
Mr Guvamatanga also pointed out that most of the complaints are coming from retailers and producers, rather than consumers themselves.
He said this trend deserves closer attention, suggesting that business players may be using public concern to push back against existing tax obligations.
The Ministry maintains that VAT policies are part of broader fiscal measures designed to support national revenue while keeping basic commodities within reach for ordinary citizens.
