Zim Establishes Independent Complaints Commission to Investigate Security Service Misconduct

Zimbabwe has moved towards greater transparency and accountability with the appointment of members to the Zimbabwe Independent Complaints Commission (ZICC) by President Emmerson Mnangagwa.

Webster Chinamora will chair the commission, with Elizabeth Rutsate, Andrew Mataruse, and Oliver Mandipaka serving as commissioners.

The ZICC is tasked with investigating public complaints of misconduct by security services, inspecting detention facilities, and recommending corrective measures. This move fulfills Section 210 of the Constitution, which mandates an independent body to address misconduct by security personnel.

The establishment of the ZICC marks a key step in the government’s reform efforts and is expected to enhance accountability and trust between law enforcement and the public.
